If by “rotating” you mean changing the ad creative based on some criteria, like daily or similar then yes Facebook allows this.
It’s been available through a third party service called Qwaya fro some time now ( longer than a year – it’s late 2017) or at least they used to offer it.
More importantly Facebook itself is releasing a Dynamic Creative feature which is being rolled out now.
I haven’t gotten access to it yet, but a recent conversation with a Facebook rep revealed that it is being rolled out as follows:
Sept 25 – 50%
Oct 16 – 80%
100% will be some time after that.
